    Perlu ada satu makanisma dari kalangan bumiputera dan islam untuk mengisi vakum pemilikan hartanah ini. Kota yang telah diperunutkan itu perlu dikekalkan dan tidak perlu dilepaskan. Namun untuk berlaku adil kepada pemaju, kota ini hendaklah di peruntukan kepada institusi perniagaan bumiputera yang mampu untuk memilikinya.
